West Kildonan Mayor C. N. Kushner, in a private brief to metro's special committee on transit, Wednesday warned against "inefficient operation" if a policy of subsidizing the transit system is adopted.
"If the management of the transit utility were to be told that metro council will pick up any deficits, there might not be the same effort to make the utility stand on its own feet as there has been in the past," the mayor said.
He indicated that transit deficits mean an increase in levies on real estate, and suggested the effect of transit subsidies on municipal taxes be studied.
